As of October 1, 2025 there will be a ban on entry and circulation for Euro 3 gasoline vehicles, but exceptions will be made for access into Area B.

Milan is implementing new rules for entry into the restricted traffic zones of Area B and C. Starting on Tuesday, October 1st, the new regulations will go into effect, including a ban on entry and circulation for Euro 3 gasoline vehicles and Euro III M2 and M3 buses. The ban for motorcycles and motorbikes with Euro 2 and 3 two-stroke engines, Euro 2 and 3 diesel engines, and Euro 0, 1, and 2 four-stroke gasoline engines in Area B and C has been postponed until October 1st, 2026.
For Euro 3 gasoline vehicles in Area B, as with previous years for other vehicles under the ban, accompanying measures will be put in place for the first year. These vehicles will have access to the Move-In service (Monitoring of Polluting Vehicles) which allows for free circulation without being subject to hourly or daily blocks, up to a maximum of 1,500 km/year. It’s important to note that the measurement of kilometers does not take into account the days and hours when Area B is not active: the distance traveled is calculated over the course of the entire week (including Saturdays, Sundays, and holidays) and 24 hours.
The enrollment in the Move-In service is valid for 12 months from the activation date and must be renewed annually. Alternatively, for the first year, Euro 3 gasoline vehicles will have the right to 50 exceptions if the owner is a resident of Milan, or 25 exceptions if they are a non-resident. For the first year, registration on the City Council’s website for the Area B section is not mandatory, but it is recommended as it allows the owner to track their previous entries. Starting from the second year, October 1st, 2026, resident Euro 3 gasoline vehicles will have access to 25 days of entry and circulation in Area B. For non-residents, the days are reduced to 5: after registering on the City Council’s website and activating the “automatic detection of exception days” function on the online Area B service, the system will track the entries automatically. This rule also applies to all vehicles already under the ban, with the option to enroll in Move-In. As for Area C, as with the other cases, there will be no exceptions.
